(2019年2月21日,/HRoot.com/)万宝盛华集团近日公布了总体劳动力指数(Total Workforce Index)排名,亚太地区三个市场领先:中国香港,新西兰和新加坡。
在总体劳动力指数中,排名领先的市场是在所有四个方面中相对表现均领先的市场,具体四个方面包括:可用性、成本效率、监管和生产率。
该指数使用专有公式对全球劳动力总体进行了调查,以确定在竞争激烈的劳动力市场中,采购、雇佣和保留劳动力技能的相对容易程度。它分析了90多个因素,评估75个国家和地区的技能可用性、成本效率和劳动力生产率。
中国香港和新西兰的劳动力总分均为2.9分。总劳动力是在每个国家和地区从事短期或长期工作的所有员工的总和。新加坡紧随其后,排在前五名的还有美国和英国。
“当今的商业环境既复杂又难以预测。技术的颠覆为企业成长和创造价值提供了新的机遇,前提是它们进行转型,并在现在和未来都具备保持竞争力所需的技能。”万宝盛华北美区总裁Becky Frankiewicz表示。
爱尔兰在可用性方面排名第一。在可用性这一方面得分较高的市场,是那些拥有最高可用性、英语水平高的熟练员工的市场,此外还有性别差异和教育等其他指标。泰国劳动力成本效率最高。与此同时,新加坡在监管方面名列前茅。总体劳动力指数衡量的监管因素包括离职补偿金、退休金年龄、地缘政治因素、合同限制和通知期等主题。
生产力因素受所有其他三个方面影响。中国香港在这一方面名列前茅。“当可用性,成本效率和监管的完美组合与劳动力队伍规划计划相结合时,就可以达到或在某些情况下超出最佳生产率目标。”万宝盛华集团表示。
WORLD – MANPOWERGROUP RANKS HONG KONG AND NEW ZEALAND AT THE TOP FOR ITS TOTAL WORKFORCE INDEX
(Feb.21, 2019, /staffingindustry.com/) ManpowerGroup published its Total Workforce Index today with its rankings led by three APAC markets: Hong Kong, New Zealand and Singapore.
The markets that rank highest in the Total Workforce Index are those with the best relative performance across all four categories: Availability, Cost Efficiency, Regulation and Productivity.
The Index examines the total workforce using a proprietary formula to determine the relative ease of sourcing, hiring and retaining workforce skills in competing labour markets around the world. It analyses more than 90 factors to evaluate skills availability, cost efficiency and workforce productivity in 75 countries.
Both Hong Kong and New Zealand attained a 2.9 Total Workforce score. The Total Workforce is a combination of all of the workers engaged in either Contingent or Permanent work within each country. Singapore followed and the top five were rounded out by the US and the UK.

Technological disruption opens new opportunities for businesses to grow and create value, provided they transform and have the skills needed to remain competitive today and tomorrow,” Becky Frankiewicz, President of ManpowerGroup North America, said.
Ireland ranked at the top in the Availability category. Markets scoring favourably in the Availability category are those with the highest availability of skilled workers with a high level of English proficiency along with other indicators, such as gender disparity and education.
Thailand ranked at the top for Workforce Cost Efficiency.
Meanwhile, Singapore ranked at the top for the Regulatory category. The regulatory factors measured by the Total Workforce Index include topics such as severance and pension ages, geopolitical factors, contract limits and notice periods.
Productivity is a category influenced by all three of the other categories. Hong Kong ranked at the top for this category.
“When the perfect mix of availability, cost efficiency, and regulation align with workforce planning initiatives, optimal productivity goals can be met or in some cases exceeded,” ManpowerGroup stated.
